ARTICLE II
Duties of Officers and Committees
Section 1. Pastor
(1) He must be in harmony with the statement of Faith of this Church.
(2) He shall have the oversight of the Church.
(3) It shall be his duty to preach statedly at the Church; to administer the Ordinances; to dispense the Benevolent Fund with the approval of at least one Deacon; to be ex-officio member of all committees of the Church; to perform the other duties incumbent on his office.
(4) He shall be allowed a minimum of a month's vacation with salary each year at such time as he may desire, the pulpit to be supplied at the expense of the Church. Such supplies must be in harmony with the doctrinal position of the Church.
(5) Should it be deemed advisable by either Pastor or Church to terminate the engagement between them, there shall be given one month's notice on either side; that from the Church shall be supported by three-fourths of the active membership present and voting.
Section 2. Board of Deacons
(1) There shall be four to seven Deacons appointed each year by the ballot vote of the Church at the Annual Meeting. No Deacon shall be elected to office without 75% of the votes of the members present and voting.
(2) They shall act as counselors and assistants to the Pastor in advancing the general interest of the Church; and shall endeavor to maintain a healthy tone of piety and activity in the Church; shall have the management of the finances of the Church; and shall, with the Pastor, have charge of the maintenance of the Church Property.
(3) They shall have full authority to decide on the character of all meetings held within the Church building, or in the name of the Church.
(4) They shall distribute the emblems of the Lord's Supper.
(5) They shall, with the Pastor, examine candidates for Baptism and Church Membership; and shall assist at the Ordinance of Baptism.
(6) They shall, with the Pastor, revise the Church roll annually, such revision to be recommended at a duly called business meeting of the Church.
(7) When it is necessary to call a Pastor, the Deacons shall constitute a Pulpit Committee, and without delay, at a meeting duly called for that purpose, shall submit to the Church the name of a Minister considered suitable for the Pastorate, who, provided at least three-quarters of the eligible members present are agreed, shall be called to the Pastorate. Notice of such a meeting must be given from the Pulpit for three consecutive Sundays.
(8) They shall annually elect from amongst themselves a chairman to act as Chairman, when present, at all meetings of business of the Church and Board of Deacons.
Section 3. The Church Clerk
(1) Shall be elected each year at the Annual Church Business Meeting.
(2) Shall take and keep the minutes of the proceedings at the business meetings of the Church and shall read the same at the next regular business meeting if requested. When, on being confirmed, they shall be signed by the Chairman as correct.
(3) Shall act as Corresponding Secretary of the Church.
(4) Shall take charge of all records, valuable documents, and shall have custody of the seal. It shall be used only in the presence of two or more members of the Board of Deacons, who shall attest the same with their signature.
(5) Shall keep a register of all members of the Church.
(6) At the close of the year shall prepare a report of the Church for the year, and shall report same to the Church at the Annual Church Business Meeting.
(7) Shall send the Annual Report to Victoria, and to our Convention.
Section 4. The Treasurer
(1) Shall be elected at the Annual Business Meeting of the Church.
(2) It shall be the Treasurer's duty to receive all monies, and deposit same in a chartered bank in the name of the Church, withdrawable by cheque.
(3) Shall keep a true and fair Book of Accounts.
(4) Shall present to the Church, once a month, a Statement of the receipts. At the Annual Business Meeting shall present a detailed report duly audited, of the monies received and paid out during the year.
Section 5. The Financial secretary
(1) A Financial Secretary shall be elected at the Annual Church Business Meeting.
(2) Shall have charge of the envelope system of the Church; shall keep a record of all envelope subscribers, amount subscribed, and shall give to the subscriber an annual statement of the amount he has given.
(3) The Financial Secretary or one or more of the Deacons shall count and sign with the Treasurer all Church offerings, in the book provided for that purpose.
Section 6. Auditors
(1) There shall be one or more auditors elected at the Annual Business Meeting of the Church.
(2) They shall examine all the financial books and accounts with vouchers for the same, for all the departments of the Church, and, if correct, shall append their signatures thereto.
(3) They shall be empowered to call for all papers, books and documents necessary to supply the information required.
(4) The Church may hire professional Auditors if found necessary or desirable.
Section 7. Ushers
(1) There shall be a Head Usher elected at the Annual Church Business Meeting, who shall have the power to choose any one to assist him as they are needed.
(2) They shall attend to the seating and general comfort of the Congregation; the proper ventilation of the building; and the distribution and care of the Hymn books.
(3) They shall arrange for the receiving of the Church offerings.
Section 8. Organists and Pianists
There shall be one or more Organists and Pianists elected at the Annual Church Business Meeting.
Section 9 The Music Convener
(1) Shall be elected at the Annual Church Business Meeting.
(2) Shall have power to choose others to assist as deemed necessary.
(3) Shall provide for the special music at the regular Church meetings, and shall endeavor to provide music that will add to the spiritual tone of the Services.
Section 10. Nominating Committee
(1) It shall be composed of four members chosen by the Church by June each year. A Deacon shall be included in the four.
(2) All nominees to offices in the Church must be contacted for their approval to stand for the office indicated.
(3) The report of the Nominating Committee shall be attached to the Church Bulletin Board at least two Sundays prior to the Annual Church Business Meeting.
(4) The Committee shall bring their report to the Annual Business Meeting. No nominations for any office may be made from the floor, but nominations can he given to the Nominating Committee up to, but not after, three weeks prior to the Annual meeting by any eligible member, so long as he has the approval of the nominee.
Section 11. Missionary Committee
(1) It shall be composed of at least two members elected by the Church at the Annual Church Business Meeting.
(2) It shall endeavor to devise ways and means of fostering the interest of the members in Missions.
Section 12. Deaconesses
(1) There shall be two or more Deaconesses who shall be elected at the Annual Church Business Meeting.
(2) They shall advise the Pastor of the sick and needy; shall send flowers and cards to the sick and bereaved; shall visit, if possible, the sick and aged.
(3) They shall prepare the emblems for the Lord's Supper.
(4) They shall look after the baptismal gowns and shall, where necessary, assist in the baptismal service.
Section 13 Heads of Departments
(1) Superintendents, Presidents and Chairmen of the Auxiliaries of the Church shall be elected by the Auxiliary
(2) Their appointments shall be ratified by the Church.
Section 14. The Church shall elect or appoint further committees as needed to further the work of the ministry.
